When do ChatGPT Ads launch in Europe?
OpenAI's own announcement, published 18 August 2026, says the expansion happens "next week". Digiday and Reuters both report the specific date as Monday 24 August 2026. That gives advertisers in the launch markets a very short runway.
The timing matters commercially because the question buyers ask changes within days of a launch like this. Before launch it is "is ChatGPT advertising coming to my market?". After launch it becomes "how do I actually run it, target it and measure it here?". The second question is the one with budget behind it.
Which countries are included?
OpenAI names nine markets in its announcement: Germany, France, Spain, Italy, Sweden, Norway, Denmark, the Netherlands and Austria, as part of "31 European countries". The full list of 31 has not been published on the announcement page, so if your market is not one of the nine named, treat inclusion as likely but unconfirmed until OpenAI's advertiser documentation says so.
The UK is ahead of this wave rather than in it: ChatGPT Ads reached the UK in June 2026, reported at the time by PPC Land. OpenAI says the platform moved from its February US pilot through eight additional markets over six months before this European expansion, which it describes as its largest to date.
Who actually sees the ads?
Only users on the Free and Go plans. OpenAI states that Plus, Pro and Enterprise subscriptions remain ad-free. That splits the audience in a way traditional media planning does not: you are reaching the free and lower-priced tiers of the ChatGPT user base, which for some categories is exactly right and for others is a mismatch worth thinking about before committing budget.
On presentation, OpenAI's stated position is that ads are "always clearly labeled and separate from ChatGPT's answers, and advertising does not influence the answers ChatGPT provides". That last clause matters more than it looks, and we come back to it at the end.
How do advertisers get access?
Not self-serve at launch. OpenAI says initial access runs through three routes: its own Ads Solutions team, agency partners, and technology partners. Self-service access through Ads Manager follows "later this summer". Businesses can register interest at ads.openai.com now.
Practically, that means a European brand that wants to be live in week one goes direct to OpenAI's Ads Solutions team, or buys through an agency or technology partner that already holds access. An agency already running ChatGPT Ads in other markets starts with an account relationship in place, which is worth something in a short launch window.
What can you buy and measure from day one?
The platform going live in Europe carries capabilities OpenAI says were added after the February pilot. It lists the following as now available:
- Bidding: CPM and CPC, plus conversion optimisation, which lets campaigns optimise toward a business goal rather than raw clicks.
- Targeting: geo-targeting and custom audiences.
- Measurement: the OpenAI Pixel, a Conversions API, and third-party measurement integrations.

What about GDPR and privacy?
OpenAI's stated position in the announcement: conversations are kept "private from advertisers", customer data is never sold, people have control over ad personalisation, and ad-free paid plans exist for those who prefer no ads. Digiday's launch coverage centres the consent question, noting that GDPR requires explicit consent for personalised targeting and reporting that OpenAI has built its European offering around consent.
What OpenAI has not published is the operational detail advertisers will actually want: how consent state affects targeting granularity per market, what an unconsented impression is worth, and how reporting handles the split. Those answers will only exist once campaigns run. We intend to find out directly.
What should advertisers do before Monday?
- Decide your access route now. Direct via OpenAI's Ads Solutions team, or through an agency or technology partner with existing access. Register at ads.openai.com either way.
- Build measurement before creative. Pixel installed, CSP allowlisted, Conversions API planned, conversion events defined and linked. Every week a campaign runs unmeasured is budget you cannot attribute.
- Scope the audience honestly. Free and Go users only. Model whether your buyer sits there.
- Treat the first weeks as price discovery. There are no European CPM benchmarks yet; the market opens Monday. Until real campaigns run, any number you hear is a guess. Assume volatility and instrument accordingly.
Paid placement is not answer selection
One sentence in OpenAI's announcement deserves more attention than it is getting: "advertising does not influence the answers ChatGPT provides".
That means buying ChatGPT Ads does not change whether ChatGPT recommends you when someone asks it an unbranded question about your category. Those are two separate systems. The ad is a labelled placement; the organic answer is assembled from what the model retrieves and trusts. A brand can be advertising in ChatGPT while being entirely absent from its actual recommendations, and measuring that gap is exactly what our scanning work exists to do.
